Attending Members of the Support Team: Brenda Criswell, Department for the Blind; Doug Keast, Iowa Workforce Development; Mike Maher, Iowa Vocational Rehabilitation Services; John TenPas, DHR, Division of Persons with Disabilities; and Norma Hohlfeld, Support Team Coordinator. Absent: Becky Harker, Governors Council on Developmental Disabilities; Shari Seivert, Department of Human Services; and Barbara Guy, Department of Education. Agenda item 1: Revisiting Evaluation: Strategy D: Evaluate the success of fostering and supporting collaboration in achieving employment outcomes for Iowans with disabilities when the Partners share customers, resources, and information. Review Appendix 3-Evaluation Strategies in the MOA to identify steps and/or tasks that Team members may need to take to carry out the evaluation for year 3 of the MOA. A. Doug Keast reviewed an analysis of state and regional data on Employment Services, WIA service and IVRS service inclusion and outcome data that he told the Team about at the April meeting. This analysis of inclusion and outcomes data is really a snapshot of each program. Because they are so very different, this data cant be combined or used to compare programs. As Doug told the Team last month, this data will not provide a complete picture of community service outcomes and inclusion but does provide some indicators that, over time, might assist a regional team in discussing community impact. It is hoped that more indicators may be added in the future to expand the picture. We have no idea how a full picture can be developed to provide management information at this time, but this does appear to be a good place to start. Mike Maher said she hoped that we can find evidence of shared customers. Perhaps later we can look for customers on the Vocational Rehabilitation waiting lists who are served by the other partners and who do get jobs through them. Doug repeated his caution that this information should only be shared along with an opportunity for Jimmy Weber or Doug Keast to talk about the caveats that should be offered along with it (what people can read into the information, and what they cant). B. The Collaboration Now matrix-survey which the Team developed to help prepare for the April 20 field visit to Region 12 in Sioux City was not administered there prior to the visit. The Team decided to ask Region 10 in Cedar Rapids to complete the tool before the August visit. The Team could then discuss the tool during the visit. If the feedback indicates that the tool is helpful, the Team could then ask the three areas already visited to complete the tool at the time that they receive the Team report of the visit to that region. Agenda Item 2: Support Team Field Visits Region 10Cedar Rapids and Iowa City: The date is set for August 30. Plans will be finalized at the July 13 meeting. Region 12Sioux City: The summary of the April 20 visit will go to the leaders there for their review and comment. Agenda item 3: Support Team Report to the Governance Group, May 15 The team approved a plan for Norma Hohlfeld and Doug Keast to provide an informal report to the Governance Group regarding the April 20 Team visit to Region 12Sioux City. The Team emphasized that we need to report that the field visits are excellent opportunities to clarify some misconceptions about the role and function of the Governance Group and the Support Team. They will also notify the Governance Group of the plans for the August 30 Team visit to Region 10Cedar Rapids and Iowa City. Other Items from Support Team Members. A. Brenda Criswell announced that the Iowa Department for the Blind will have a new member for the Governance Group and for the Support Team. Her name is Shan Sasser. She will take over from Brenda in June. B. Doug Keast told the Team that IWD is seeking a new fiscal agent to employ the Disability Navigators. C. Doug Keast reported that there is a new grant opportunity from Social Security Administration to address benefits planning. This will replace the current BPAO grant. This may be an opportunity for the Governance Group partners to consider submitting a joint proposal.
