Description |
Supervises
the planning and provision of vocational rehabilitation services
to individuals with disabilities; performs related work as required.
Planning/Marketing/PR
Implements and carries out vocational rehabilitation procedures
and operational guidelines. Develops ongoing plan to improve office
operations using the R-510, Field Services, performance plans,
and other reviews. Assigns staff to specific job duties and geographic
areas or institutional programs; e.g., high schools, universities,
substance abuse programs, community colleges, and related community
organizations. Implements/carries out intent of agreements with
Workforce Centers, Department of Human Services, area substance
abuse programs. Veterans Administration, etc. Assures staff, equipment
and budget are used in such a way that clients’ needs are met
in the rural and metropolitan area served. Develops working relationship
and utilizes all community resources desirable for the rehabilitation
of vocational rehabilitation clients; e.g., Community Rehabilitation
Programs, Department of Human Services, County Boards of Supervisors,
and related Workforce partners. Collaborates with community partner/agency
agreement(s) and reviews annually for consideration of renewal.
Provides recommendations on renewal of agreement(s) to IVRS administration.
Networks with business/industry in promoting IVRS employment polices
and practices.
Consultation/Information Giving
Meets with and is responsive to community leaders, school administrators,
business personnel, service groups, other agency resources to
promote services and opportunities for persons with disabilities.
Participates in committees and work groups aimed at rehabilitation
issues/concerns; e.g., transition committees for clients from
school to work, Mental Health Task Force, Developmental Disabilities
Coalition. Interprets/provides information and training on the
vocational rehabilitation program to community agencies, general
public, employers, third-party or similar groups.
Office Management/Casework Supervision
Supervises staff in delivery of vocational rehabilitation services
for area office. Gathers and utilizes data to evaluate effectiveness
of area operations. Implements quality assurance guidelines and
policies consistent with IVRS vision, mission, and values. Develops
and implements training for staff to enhance performance and outcome.
Develops and implements performance plans impacting quality improvement.

| Minimum
Qualifications |
A
Master's degree in rehabilitation counseling, counseling and guidance,
or a closely related emphasis and four years of experience performing
professional rehabilitation counseling services. For additional

Ability
to pass a thorough background investigation by the Iowa Department
of Public Safety.
